North Weald Bassett
The EFDC Local Plan allocates a number of sites for development in North Weald:
- NWB.R1 Land at Bluemans: Application submitted for 185 - 195 dwellings and 5 gypsy and traveller pitches - EPF/1602/24. The latest position is that EFDC and the Applicant continue dialogue with various documents / amendments to the plans being submitted to EFDC for consideration. This application has not yet been decided.
- NWB.R2 Land at Tylers Farm: No application submitted.
- NWB.R3 Land south of Vicarage Lane: Application for up to 780 new homes, with other uses (EPF/2587/23). The latest position on this application is that Highways England has formally recommended the application is not determined before 27 March 2026. They state that discussions are ongoing regarding Highways mitigation, stating that a scheme has been identified, this however needs to be checked for design compliance and deliverability before it can be conditioned. They state there are also other developments in the area which will impact this junction, and ideally a comprehensive scheme should be designed and delivered. The danger is this mitigation scheme could make future ones more difficult or result in abortive works.

A speculative large scale planning application for North Weald Park was submitted on 30th May 2025 for residential-led mixed-use development comprising up to 600 dwellings (Use Class C3), a care home (up to 70 beds, Use Class C2), primary school, a local centre (Use Classes E(a) and E(b)), sports facilities, Suitable Alternative Natural Greenspace (SANG) and associated landscaping, infrastructure, and two access points off Rayley Lane (all modes) and Vicarage Lane (bus gate). The Parish Council objected to this application (Planning Application: EPF/1039/25), which was ultimately refused by EFDC on 3rd December 2025.
North Weald Airfield
On 13th March 2023, EFDC formally Endorsed the North Weald Airfield Masterplan as a material planning consideration.
Applications received to date:
North Weald Airfield Masterplan - Google site. On 10th December 2025, Outline Planning Permission was granted by EFDC for the a Data Centre on North Weald Airfield. The next step in this application is that Reserved Matters applications are expected to receive to consider and agree the specifics of the site.
Thornwood
The EFDC Local Plan allocates a number of sites for development in Thornwood:
- THOR.R1 Land at Tudor House – approximately 124 homes (split between two applications):
- Happy Grow Garden Centre - Outline application - permission granted for 65 Dwellings
- Tudor House - Permission granted for 113 dwellings - Latest position - Houses builidng built
- THOR.R2 Land West of High Road – Permission granted for 62 homes - Latest position - Houses being built
Hastingwood
- A minimum of 1,050 new homes at Latton Priory - Application submitted to EFDC (EPF/1793/24) for a Mixed Use Development delivered in phases comprising of up to 1,340 dwellings along with other uses.
