A Regulation 14 consultation is the formal pre‑submission stage of preparing a Neighbourhood Plan. At this point, the draft plan is published for public comment before it is submitted to the local planning authority for independent examination. The consultation must run for a minimum of six weeks and be publicised in a way that brings it to the attention of everyone who lives, works, or runs a business in the neighbourhood area. It also requires the parish or qualifying body to consult specific statutory bodies such as Natural England, the Environment Agency and Historic England, and to make the full draft plan and supporting documents available for review.
We are required to carry out a Regulation 14 consultation because it forms a statutory part of the neighbourhood planning process, ensuring that the plan is shaped by the community it will serve. The law requires that all comments received are considered conscientiously, and any necessary modifications are made before the plan can proceed to the next stage. This step helps ensure the plan is robust, evidence‑based, and capable of meeting the “basic conditions” when examined. Without completing Regulation 14 properly, the plan cannot lawfully move on to submission, Regulation 16 consultation, or examination
