P10.28 OTHER ABSENCES (0) No other apologies necessary. P10.29 MINUTES The Minutes of the Meeting of the Planning Meeting held on the 19th July had been circulated one amendment was made after which they were confirmed and signed as a true record. It is the Clerks understanding that they will be going to appeal, however no official Notice of appeal has been received. Councillor Sawyer is concerned that materials are being imported possibly for earth bundings Clerk confirmed she would contact enforcement. Councillor Garwood asked if we can speak if they go to appeal The Clerk advised that the Inspector will ask for comments (verbal or written). PL/EPF/0705/10 Marquee, North Weald Airfield, Merlin Way, North Weald Bassett - Refused. P10.33 PLANNING CORRESPONDENCE a) Randalls The Clerk had not received any further correspondence from the HSE email regarding Randalls The Clerk was asked to write to someone higher up in the chain of command at the HSE. She would therefore write a formal complaint to the Chief Executives. She had received a very brief and rather unhelpful response from S Isaccs relating to Randalls. Councillor Hudson advised that this still did not address the Root Cause Analysis Issues. The Clerk was asked to chase this again to the Environment Agency and ask for this information. Councillor Hudson would also give her a response regarding the area of land query asked for by the Environment Agency. Councillor Stallan asked the Clerk to provide the Council with an estimate of the amount of time that she had spent working on this current problem with Randalls. The Clerk would do this. P10.34 ANY OTHER MATTERS RELATING TO PLANNING a) Litter in Hastingwood Councillor Eldridge advised that he was still very concerned at the amount of rubbish still in Hastingwood. Clerk advised that she had sent an email on the 21st July. Kim Durani who had responded that schedules had previously been sent out advising of the dates and times of litter pick ups. The Clerk had not received the schedules but had now found out that they were two weekly on a Monday, the last pick up in Hastingwood having been carried out on the 26th July. Councillor Eldridge felt that this was not the case. Councillor Stallan advised that if this Council was unsure that the pick ups were not being adhered to, the best thing would be to identify and date some litter and then check to see if it had in fact been picked up. If this was not the case then advise the Portfolio Holder Mary Sartin and enlist her help. Councillor Eldridge advised that he would do this. The Clerk and the Admin Officer had visited Hastingwood today and saw 19 pieces of litter. Councillor Eldridge advised that this was after he and others had cleaned it up. (This had not included Hastingwood roundabout). The Clerk advised that there had been no increase to the cleaning schedules since roadworks have been started. Councillor Bedford asked the Clerk if she had asked the question as to how street cleaning is done the Clerk said no, but she would assume somebody with bags and litter picker. McDonalds do litter pick the opposite side of road where layby is for 100 meters, however they no longer do Hastingwood. There is nothing on the planning condition notice which says they need to clean Hastingwood. Councillor Stallan reiterated his earlier comments and also said we could also pick up the McDonalds rubbish and return it to them. b) Councillor Boalch voiced his concern regarding the vehicle crossover opposite no. 11 Weald Bridge Road. The Clerk advised that the crossover was actually situated opposite nos 17-19 Weald Bridge Road. Councillors voiced their concern at the possibility of the infilling of the ditch. The Clerk advised that she was currently liaising with the Environment Agency on this matter. Councillor Stallan said there would be no harm in writing to Eric Pickles MP to advise we are very concerned regarding the infilling of the ditch and its implications. Councillor Dinsdale said his concern is that that houses will get flooded. Meeting closed 8.36pm Signed .....................................................................
